no it has nothing to do with Dempsey. The person in question knows who he is. and as for the message, think of a geometric sequence consisting of odd numbers...

And on another note, the first letters of each line almost contains all the letters in DEMPSEY.
Just change the F to an E/P and/or the A to an E/P.
