I'm going out on a limb here but I reckon that Oh, Kamikaze is about Kurt Cobain.
Reasons? Well some are long bows, but others, well, just see what you think.
"Oh, Kamikaze"
The title suggests a suicide mission. I'm not suggesting or even sure whether Kurt's life was just one long journey towards suicide, but it's a start.
"and no one can tell you if this is tail spin or free falling,
and cause no one is so sure that this was meant to fly"
I don't believe he got into music to big and famous and he sure didn't take to well to it actually happening.
"uptight, you flicker and flame like the
bright lights, there calling your name from the
outside, you don't believe in the real world"
Just a general over view of Kurt's philosophies, thoughts, and that his fans would call his name whilst on stage....)
"trying to process all of your need in desperation,"
Could be about the topics he chose to write about, desperation, depression, self loathing, etc
"so you can straighten out every doubtful line"
"Line" as in a line from a song.
"for April is falling coming down slow like a silent movie"
He died in April.
(Sometimes I hear "South-Paw" which is another term for left handed people, so it would go......)

Possible suggestion that he was "not longed for the world."

When I hear "flicker and flame" it reminds me of the Unplugged gig with all the candles.......
"you slip away from the, the real world"
Possibly about the immortality that his legend will bring.
But having said all that it might be about a Japanese fighter pilot and I've just over thought the whole song..................
